We just converted an oil heating system to natural gas. The water heater gets vented through the wall. Should we line the chimney and reroute the exhaust? Is using the chimney better than powerventing?

i mean remove the water n clean.

Some damage and repairs noted:
Water damage in one of the bedrooms on the wall
Paint for walls and ceilings
New light fixtures
Tubs need to be re-caulked
May need to replace both toilets
Vinyl floors would have to be taken up and the hardwood below has never been sealed

Info about the area:
The last few comparable houses that sold in the area were $28,000; $30,000; $40,000; and $54,000.
The neighborhood around the house is quiet and safe.

So, based on this information please help me determine a good offer price. We want to include a $5,000 allowance for appliances and repairs.
